Apex Gifting NOT ELIGIBLE on ALL friends. Can't complete BREAKOUT

As title says, I need to gift friends items to complete the Breakout Challenge and get the flatline skin, but whenever I try to gift to my friends who play Apex it says "NOT ELIGIBLE" on ALL of them. Even people I have been able to gift before and who I've checked don't have the items. Conversely I CAN gift people who I know don't play Apex, but I assume those gifts won't count b/c they can't redeem them if they don't have the game. There are also people who show up on the gifting list who do NOT show up in my friends list, and b/c I can't get any more info on the gifting list I am not sure who they are of whether they play Apex. With only a limited number of free gifts I can't risk wasting them and losing them.

It's ridiculous that I might fail the breakout challenge and not get the chance to get this one time skin b/c the gifting system is clearly bugged/broken. FIX THIS PLEASE!
