Can't gift to my cousin, been gaming together for years

For absolutely no reason I cannot gift anything to my cousin, we have been gaming together for years and have been friends for just as long on xbox and I've tried double checking we are friends on EA but it's not showing up if we are, although we are both pretty sure we are yet his name won't show up
