I know, I am on your side, the mods are a different story...
The reason for this isn't to shield cheaters yourfatherduh, but rather make sure reports are sent to the team that can actually take action, while not creating an environment for false accusations that lead to harassment. Otherwise, we have seen situations where anyone can just pop up on the forums and say, "Hey, yourfatherduh was cheating in my game, why aren't they banned?"
When that happens, since no one here on the forums is able to verify that claim, we get people harassing each other just because someone's pointed a finger. Even if you're 100% sure someone is cheating, naming them on the forums does nothing because no one here is able to ban or suspend an account.
Those situations could also very well be someone that simply lost access to their account and they're not the one cheating - which wouldn't be fair to drag their name through the mud either.
So really, naming people on the forums just gives us the worst of both outcomes - actual cheaters don't get actioned from forum posts, and those that are falsely accused end up getting harassed. It may be a little cathartic to post someone's name, but it does nothing to actually address the problem.
By sending in an actual report, whether in-game or through this form, the team that's actually able to verify that activity with our records and tools will be able to take a look at the situation. That helps our various systems so accounts like the one in the screenshot get into fewer matches before being removed permanently, whether due to the detection catching up to them or the manual reports.
