Except EA wants to avoid this, as they themselves are barely hanging on due to the Scam Box Gambling scheme they use. Anything that would attract legal eyes on the product is something EA wants to avoid at all costs.

I don't see Apex packs as a gambling scheme, fact is they tell you
what chances there are of obtaining certain items.
Not knowing the % chance is what would make
it a gamble.
I.E buy 500 packs.. you get the Heirlooms.
Yes they make a crap ton of money from it
but by no means are they scamming or
baiting you into it.
