I don't think the game knows who has a history of mic use and who doesn't, but if it did then you would first need to filter for people who use comms and commonly get comms bans, and then you would be adding comms use to an already very lengthy list of matchmaking filters. And the system is so strained as it is right now that we're working with about three or four matchmaking buckets instead of the 10 or 12 this game really needs. I'd settle for six or seven and that would still be a compromise.
The thing to remember is that if you use your comms effectively it can still make a big difference in outcomes even if your squadmates are not mic-ed up. Beyond that this game really demands a full stack. Especially as you climb the ranks.
