Cross progression (Primary platform)

I have 2 PlayStation accounts and one steam account all linked under 1 EA account but my main platform is now pc but from what I've heard the account with the highest level will be the primary platform (being a PlayStation account), Is there a possibility to make my pc the primary platform and not the ps4 as I cannot play on it due to the poor framerate and how old my ps4 is but I would still like to have all my stuff go to the pc port. (I have yet to be hit by the merge wave so fingers crossed I can figure this out before it becomes a problem)
