@Sand_spitterI felt a lot of sluggishness lately, but what's worse is that there's input delay too. Maybe this was introduced with the latest patch, with the fix for the animation exploit that allowed users to draw and shoot guns in the boxing arena. Alternatively, it's possible that they increased some buffering values, to increase stability. It's not the same in all matches, so it's probably something that takes into account the average delay variance or some stability indicators.
It's normal for pursuers to be faster in general. If you move to the sides to dodge bullets, you travel more distance (20-40%). If you get hit by bullets or run with the weapon unholstered, you're also slowed. Deciding where to go can cost a few miliseconds on every turn. If you run away from someone who's pretty close, it's hard to gain enough distance quickly, actually none if the enemy follows your exact movement.
On top of the above, consider Bloodhounds with ultimate activated, Octanes, Pathfinders, Horizons, Lobas that are faster or can take shortcuts which are not possible for the other legends. Also, there are moments when the enemies use movement exploits (through macros), speed hacks and wall hacks, in that case only their lack in skills and game sense can save you.
