Does Gibby need a nerf?

Does Gibby need a nerf. Or is there some kind of glitch with his arm shield. Seems like when you go at him you take off arm shield. He puts it down and back up and it’s full strength again. Not sure ...

Only nerf he needs is the arm shield needs a 60 second cool down after it’s broken. It is frustrating when a gibby that already gets 150 health for fortified, an extra 75 with arm shield and another 100 with gold or purple shields eats an entire mag from any weapon and lives. I mean that’s 325 damage right there just to knock him.
