I have no idea what Respawn was thinking because Bangalore will be able to counter pretty much everyone's abilities, (including Gibraltar's shield dome, Rampart's walls, etc.)
The only one I've heard of that cannot be countered was Fuse's tactical since grenades will make the smoke disappear in Season 26.
