Well, they have supervisor, hideout himself. Everyban that streamer did, banned player playback is recorded, and can be re-evaluated by supervisor.
The more they did good job (correctly ban), the more player they can ban. They start only with 1 ban/day.
If they did correctly for 1 week, they will get 2 ban/day and increasing per week/month basis.
If they mistakenly ban somebody, they will get less ban/day.
If they keep repeating (abuse of power), they will loose their power and might get ban by hideout himself.
Since every streamer has a lot of viewers, all their action/decision making is recorded and can be reviewed so there's less chance they abuse their power.
This is similiar concept to police bodycam.

How do the other BR games handle cheaters? Do they hire an army of hideouts?

Imagine getting wrecked by this cheaters everyday:
Then when you able to kill them, they will DDOS the server and wrecked your RP.

any of these idea will cost money, directly or not. and we all know daddy EA doesn't like losing money both short term and long term. plus the upcoming battlefield which confirmed to be another live service will be their next extreme priority.
so nope, sorry streamer buddy and anyone take rank seriously, they can't or to be morr percise, they don't want to waste resources if the game can stil print money ¯\_(ツ)_/¯
