This is a great idea in theory. In practice we have a game completely run by players on secondaries, as you pointed out. And things are this way precisely because most competitive players believe it's their right to access at any time casuals for easy sport. That's the nature of every competitive shooter I've ever played. It's human nature. It's immutable and unstoppable.
Sorry to be so "gloom and doom," but there just isn't any way forward on this one.

Not hard at all, limit people to one account. Once you become a better player, you will level up and won't be able to play in the lower level lobbies.
