Game is broken or what? higher grounds do MORE damage than Lower grounds.

many time it happens and i figured out that if someone or player is higher place like at top of building and targeting lower enemies get EXTRA damage boost. Many times when i have level 3 armor . my ...

Higher ground equals cover. Making it harder for enemies to hit them. If you have a spitfire with purple mag you can melt 2 people with one mag without a problem. If they are caught in the open they make for easy targets. It's most likely the fact that they had bad positions and he had a really good one.

    It's easier to hit opponents from high ground due to the view angle. Also if going for headshots it would be easier as well as you don't have to compensate as much for bullet falloff.
