No, this isn't the beginning of the problem of solving leavers. Honestly, its a solution but not really that close to the start of the problem.
The start of the problem as far as I see it is that you get prizes and rewards for leaving. That's right, you get more for leaving than playing through most games.
Of course time saved is the first great prize that you get. Aside from that, and knowing people are going to find ways to leave games they don't want to play no matter what, you certainly shouldn't be giving people in game rewards until they grey out or until the game is over. That's the thing Respawn refuses to stop, that would make people reconsider leaving a game.
Think about it at the basic level - you need to play 2 games to get 1 star. Right now, that means you can start a game, wait until you're on the drop ship (you don't even need to drop) and you can leave. That's a game done! Because you keep the reward even though you didn't really play....which was the point of the reward. It should be called 'start 2 games and quit' as a reward, not 'play 2 games'.
Of course, it extends to all the rewards you keep even if you quit, opening supply bins, knock downs, all of that. Imagine if you didn't get any of these rewards if you left the game early?
Until that stops, jump on the bandwagon. Play and quit and quit and quit. I try to leave each games 4-5 times myself 😉

I agree to a point --mostly for ranked. It is already as you say for some achievements. for example, placements are tied to not leaving, say top 10. I wish that what you describe, and I would also include counters for kills (any stat), skins unlock would only be accrued in Ranked.
Wanna unlock that reward? Then do it in Ranked, where a leaver penalty makes sense.

@hayhor I think it's a big disservice to their game. People will leave, but how many people might just stick around if they had to for their battle pass rewards? I'd think a lot more, and I honestly think people would be better players out of it. Plus, you'd actually consider going for boxes more, since you'd really believe they'd stick around.
They probably won't strip early leavers of anything, because it will not solve the main problem, just create additional issues on top of it.
I think the best and easiest way to reduce the leavers problem is to promote good behavior. If you don't like leavers, just don't be one yourself.
