I understand where you are coming from but Close to 500 is not 500.
I am level 900+ and have only received 1 set of Shards from Apex packs (earned and bought) so I probably was one of the unlucky ones that got to 499 pack opened with no shards and then at 500 packs opened got my shards. It is how the ball bounces. Some people are lucky, when my son started playing he was at level 28 (he never bought packs) and pulled shards, again it is what it is.
