How do Spotlight Passes work?

Could someone provide a run down on how these work, it isn't too clear on the game.

Mentions a legendary skin and legendary weapon skin - do you get to choose these, or is it completely random, etc etc

How's it work - considering instead of the battle pass or alongside it.
