How do we still not have skill-based matchmaking almost a year into launch?

I personally don't see it. I've been playing ranked for about 5 weeks straight and I have to tell you pubs is a blessing. I'm on PS4 if that helps. I can admit running into preds and diamonds in pubs can be frustrating but the Diamond players in ranked have to deal with Preds so I'm not seeing the complaint people are talking about. There just aren't enough people on at all times to give everyone in the Apex universe to get afair game. When or if they put crossplay it will hopefully solve this
