How to bind quick change between heals and shield repair?

As the title states I would like to know if anyone has found a solution to making it easier to change your "4" button slot to switch between heals and shield repair quickly without having to push tab or hold down 4 to use the rotate wheel. It would be nice just to 1 tap your 4 button so its it's either stim packs or sheild repairs.
