How to make Octane, Loba and Path more viable?

Imo i feel these legends are under used to balance them out and to compete with the rest of the roster, (as Rampart has perks for LMGs) give Octane shot gun perks, Loba has pistol perks to match her ...

loba buff? idk, i guess when she throws her bracelet then lands it takes too long to be able to throw it again. it takes 30 seconds or so, a long time.

besides that i guess she can use some sort of bloodhound scan? and the ability to shoot lasers out her eyes that kill with a look.

@gg123xyz Respawns fault for adding the animation nothing they can really do is there? If she had perks for a wingman p2020 re-45 she would be worth picking and people that main her would feel satisfied imo
