We don't transfer EA accounts between people. EA accounts belong to one person, and that's the person who set up the EA account. If your brother's email was used to open the EA account, your brother is the EA account owner.
You mentioned that he no longer has access to the account's email. While we can't help with this through the EA Forums, our support team can assist him with updating the account information.
