Kill cap on ranked is way too low

@MassiveVernon hackers land in dense areas and rack up kills then die and repeat. if anything to scare hackers there should be no points for kills unless you win then it will only be hacker vs hacker and the rest of us will all be the same rank which will increase the sbmm.
