My only concern would be the scout legends (BH/Seer mainly), because I feel everyone would just reduce the cool down to the minimum, so they can spam the crap out of it for the whole match. Definitely like the idea though! I would definitely adjust my zipline, from the example you offered.

This idea may cost jobs at Respawn with them having to get rid of employees whose job is to nerf/buff characters often needlessly (which may be a good thing lol).The thought of Bloodhound & Seer players spamming their tactical trackers every 5-10 seconds would absolutely wind me up.I've often thought about possible abilities for future characters & I've always thought a shapeshifting character would be good.A Tsang Sung like character that can momentarily absorb & morph & use another characters tactical/ultimate (under the same time constraints) maybe good.
