Lottery with merch from the Post Malone

Lottery with merch from the Post Malone, if I am not from one of the listed countries, if I win, I will not be able to get my merch and my victory will be cancelled?
What about delivery from neighboring regions?
I live in Estonia, and as I see, the promotion does not apply to the Baltic countries.
