Low GPU Usage

Platform: PC (Steam)
OS: Windows 11 23H2 (also tested 22H2, 24H2, 25H2)

My PC Specs:
CPU: Intel i5-14400F
GPU: Gigabyte RTX 3070 8GB
RAM: 32GB DDR4 3200MHz (XMP enabled)
Monitor: MSI G274CX - 1080p 240Hz
Current OS: Windows 11 23H2

My game has been showing low GPU usage and low FPS during Public and Ranked matches for a few seasons already.

What I Already Tried:
Windows 11 versions: 22H2, 23H2, 24H2, 25H2
Reinstalled Windows
Reinstalled Apex
Older and new Nvidia drivers
Older and new motherboard BIOS
Installed game on different SSD
Reset BIOS settings
Reset Nvidia Control Panel
Disabled and enabled XMP

Hardware Upgrade Attempt:
Old setup: i5-10400F + RTX 2060 Super
New setup: i5-14400F + RTX 3070
Issue is still the same.
