Well... This thread got interesting to say the least. Let us see what the two sides of the argument are:
@LordloshBang is for heavily nerfing the strong legends, and slightly buffing the weaker ones, while @Abyssloli is for heavily buffing weak legends, and slightly nerfing stronger ones. Am I correct on this? I'm going to assume I am.
My stance is - Why not both? Why not make aggressive balance changes and force meta shifts every month or so? Heavily nerf Wraith, Wattson, Pathfinder and Gibby, while heavily buffing Mirage, Octane, Crypto and Bloodhound? Then once they have been meta for a bit, then nerf them heavily, and buff four new legends? Thus, the circle of life continues.
The only problem with that would be that people wouldn't like it when their characters get nerfed heavily. But I think that either monthly/two month meta changes would make people think that their legend might get buffed soon. Then every legend has meta spotlight time.

There's always going to be a meta, nobody is disputing that, and no it doesn't need to be set in stone eternally.
But on the flip side there shouldnt be such a clear difference in usefulness between legends. As we have with the likes of mirage and octane in comparison to the usual 4.
Each legend should be a viable choice in their own right.
