I think you should assume teams will consist of three squads of three players, with no duplicates allowed within a squad.  If the mode comes back, then perhaps there may be a plan to enable larger lobbies.

@pandareno1999 unless at 1:23 of the gameplay trailer the pathfinders are incompetent, and it was just a coincidence that the narrator was talking about teamwork lol

We should probably expect there to be 3 teams that can all pick the same 3 characters to compose the 9...
