Even within the PC space these points still apply.
I use a logitech G502/G910 mouse and keyboard. I thus have a total of 18-22 (depending on how you want to count them) fully customizable keys to bind essential controls to. Someone else could be using a dell laptop with trackpad they got for homework.
Is that cheating?
If having funds available to improve one's gaming experience is seen as cheating, then yes...you all should rot in hell.

I personally don't see the use of mk on console as cheating either. Both have pros/*/adv/disadv
There was a post a while back about this as well ...think it got out of hand and locked though.
