NA servers full of Chinese players?

I'm getting so much lag, my team doesn't understand me, all I see is Mandarin characters all over the place. We have regional servers for a reason, why are my games on NA servers full of 50% Chinese ...

@Yoko-Ono-U-Didnt I'm not seeing this playing on NA servers. Is there a chance you are being put on overseas servers?
