New system to promote shielf farming ?
Do you think we're going to start seeing a lot of snipe/poke damage to get your shields up? (I believe I read shields can only be leveled up you can't swap to a higher shield/no loot shields?)

@1ronKeys It feels like the game was already headed this way, at least with ranked favoring placement. The difference next season will be you can do other things to level up. You can scan a beacon or find stuff on the ground that does it.
Some people may think the other way. With no chance of someone getting a lucky armor on drop, people may start hot dropping more.
I believe in pubs things will stay the same. Hot dropping will continue like it has for years. Ranked will change from the spread out way we have now to more hot dropping.

Maybe (or one can only hope) if it could go either way, maybe it will go both - and thus balance things out.
