Here's the problem: Let's say you create a sophisticated AI to detect cheaters. The cheat devs will then just find ways to humanize their cheats to fool the AI. It becomes a never ending game of cat and mouse just like the current system. As for the ISP and police actually caring about individual cheaters, dream on. The world has way bigger E-security issues to worry about than some guy cheating in online games.

Yes it is already a never ending story. Hackers getting better and need to find new solutions.
It is already a cat and mouse game since years. Did you know that at Microsoft there is a game called blue and red? They got two highly trained team, full of people. One is playing the hacker the other is the Security group. And they do this DAILY! This is their job what they are paid for, and one group constantly trying to hack into MS servers/environment, play the system, the other need to make sure they are protected.
This is real, its working, and AI with deep learning can learn whatever a human can do within mere minutes/seconds. If the AI trained properly, after a while it won't be beat with human hacks... Only with AI hacks. 😉
And you see, in your comment lies the truth. People and even the gaming industry believes Gaming is "just" about gaming.
But you do remember John Carmack and John Romero Right? And Wolfenstein? And what they kind of started as a game, it grew up to multi-billion $worth industry.
Just like Apple and Microsoft.
I advise everyone to look up the big Game companies on Stockmarket. They are in the money business. They aren't in the "lets have some fun" business.
Also this is technology we are "playing at". And whatever tech. you're using, you have to adapt and learn to use it properly. This is the era where gaming industry need to step up, becaue the hacking got so easy nowadays in minutes with the tools available (I could do it easily, you could do it, just we don't want to, but thats another topic).
