I used to think mixed lobbies was the single biggest problem in this game. Then a lot of other things caught up and there are now several game-breakers duking it out for "worst problem in the game." But it's still right up there.
I too was under the impression that the only PC player allowed in a console lobby was a guy stacked with console friends. I'm sure that probably changed a long time ago, some kind of "quality of life" matchmaking change that got mentioned in a footnote to a fifteen page list of new season patches. Honestly, with the length and complexity of patch notes any more, I feel like I need to hire a personal assistant to read through them for me for the highlights. At this point there are several things happening regularly in every match where I have NO IDEA what they are, what they mean, or how they activate. I see enemies doing things I know for a fact are impossible... except I also know they keep adding new abilities and perks and buffs at a break neck pace. I can't keep up with it any more and I've quit trying. If something happens in the field that feels to me like B.S. then I just quit and re-queue. If it keeps happening then I will eventually figure out how to counter/ignore/retrench, but this is NOT the way the game should work. Sorry for the tangent rant.
