Actually they issued a statement they did not want to recirculate the previously featured recolors until after a "considerable time" had passed.

They said this in a explanation after there were no new recolors featured in the shop, they said there was a delay in making the new recolors so they chose to not feature any of the recolors previously made, but leave the slot empty until the new skins were finished.

So it won't be in the shop next week, but maybe S3 or S4 

Yeah they won't rotate them that fast because the point of the shop skins is to create urgency in buying them while they are there since you never know how long or if ever they will come back because things always happen and things change. So they expect majority to buy the skins once they see them if they want them or you end up having to wait.
