It's recommended to buy the 9.99 one instead as all you need to do is get to level 100 basically for all rewards. That was how I read it. The thing that cost like 30 bucks gives you some skins right away and the first 25 levels or the next 25 levels. The Season last a very long time ending only on June 3rd, 2019. 

I'm level like 87 and been playing a lot. I gain about 1-3 levels a day really. I see no point in spending the 29.99, but the 9.99 is a good deal.
