The game companies are the ones making the exploits and selling them and it isn't just some random third-party? That would definitely explain why some companies have ridiculous cheating issues and some have nearly none. It is possible but it does sound conspiracy-y.

Am curious why not go for the person who sells the cheat? Seems to be much simpler to eliminate or make an example of? If the guy had to pay damages to the company with everything he had I doubt more people would follow the example selling the cheats.
