You should probably stop speaking in absolutes. It doesn't help your argument.
Yes, macroing can be considered cheating, but it's not always definite. It just depends on what the macro exactly does.
I would say a macro that changes the fire characteristics of a gun would be cheating. Taking a gun from a burst/single fire operation to full auto would be considered as such.
Though, there are some macros that just make games less tedious. Which is why a lot of games don't ban them.
