Banning hardware can still be just as easy to by pass.. I believe on easy cheat it only bans your graphics card from playing so just swap out that card for another one duh ? Or spoof it... Its not hard to do at all if you are willing. 

Even then easy cheat is fairly easy to trick though until its updated with new address codes and such.. These people do go around looking for cheats online and create patches for them however it takes time to do it.. What your expecting is something that's done right away which would mean they would have to work 20x faster then what they are doing to create a new patch for THIS game... I mean its not like easy cheat has other games that need patched or anything. 

If you wanted a game without cheaters forever then you would have to pretty much update the game on a weekly bias which would mean a dedicated group only for just your game.. Which would be expensive as heck considering... Even then though if a group of hackers where up to it they would keep up with it however the prices of their work would explode which would in turn keep the hackers down to a minimum, but none the less there would still be those select few running around till they get bored.
