There is more rng involved for some players than for others. Most players take rng as a given, a fixed and immutable feature of the game. And it isn't. I think the players who figure this out win more. I call that the opposite of luck.
As for the definition of "competitive," if most of the players with high win rates believe that they're just lucky then they would quickly leave this "uncompetitive" game. They don't because it isn't. It's a broader use of the word, but to my mind that makes the game more competitive, not less. Semantics.
