Season 8 Legends Tier List
C Tier
Rampart
I think it's widely accepted that Rampart is the worst Legend but that doesn't make her bad at all. Rampart is not the hardest Legend to learn and once you master how to effectively use her amped walls she becomes capable of dominance and can obliterate any adversary foolish enough to push your defences; she was even picked once in an ALGS tournament. But there are a number of drawbacks that make her a C Tier Legend at best. Firstly her Passive Ability has little value; sure if you find a Spitfire or Devotion your enemies won't stand a chance, however these are two of the hardest weapons to find and can be outclassed by other, more common weapons. Secondly, her mini-guns are mostly used to get kills from a fair distance for herself and are much weaker in the hands of an ally, and they rarely do get kills as you get higher in the ranks due to how easy they are to avoid unless your placement is absolutely perfect. Overall, teams could do better without a Rampart on their team and she's not a very strong pick right now.
Mirage
Even with the buffs he's received since Season 5, Mirage is still not a great Legend. He doesn't bring much to the team; sure his invisible revives and respawns are good, but at that point why not pick Lifeline or Gibby who have better revives, or Crypto who has a much better respawn. He's supposed to be able to outplay his opponents and get kills but his decoys and tricks become less useful as you climb higher in the ranks against more experienced players. Mirage can only bring great value if he is being played by someone who has mastered his entire kit and is extremely creative with decoys. In C Tier for much of the same reasons as Rampart; he's just outclassed.
B Tier
Fuse
The newest Legend, Fuse is really fun to play. He encourages aggressive playstyles with his grenade spam and can get lots of kills if you've collected enough grenades. Like every new Legend except Horizon, Fuse released good but not great. Grenade spam is always fun and almost nothing can be done about it, however as you climb higher you will encounter a lot more Wattson players, and Wattson's ultimate counters everything that Fuse is about. In addition, his Knuckle Cluster is too weak to be used to kill or scare enemies with the damage, as that requires them to stay in its small radius for long. His ring of fire is potentially one of the worst Ultimate Abilities in the game. It's easy to dodge and walking through it isn't even deadly. While some can argue it's like Bangalore's Ultimate where it isn't used to damage but rather force enemy repositions, it's not the right ability for that. An airstrike which covers a huge area is much better for this than a ring of fire dealing miniscule damage. There are better Legends to pick if your playstyle revolves around getting kills.
Bangalore
I'm putting Bangalore in the B Tier, but don't get me wrong because Bangalore is one of the best offensive characters in the game, but she's just... outclassed. Her kit revolves around controlling outdoor areas and outputting a lot of damage, which she does well. Her smokes are mostly used elusively, but you can't exactly know if your enemy has a Digital Threat optic, which counters the smoke greatly. An overlooked use of her smoke is like how you would use smoke in Counter Strike or Valorant, to block sightlines. However, the outdoor side of Apex has a lot of huge chokepoints the smoke just can;t cover, and the fact that she only has two on moderate cooldowns doesn't allow her to smoke enough area for it to have a great effect. Moreover, a lot of people would pick Caustic over Bangalore as a space controlling character. The meta is revolving around camping, Caustic and controlling indoor spaces, which Caustic outclasses Bangalore at. On top of that she's not good at getting kills as other Legends like Octane or Wraith. Believe me, picking Bangalore in high tier or competitive play will have no repercussions, but there are other Legends who your team could get more value out of.
Revenant
Revenant is a Legend who shines in coordinated play and premade teams, but is underwhelming in solo queue. His Death Totem requires good communication and team coordination to be used effectively, which limits its use in solo queue. Revenant has a mediocre Passive Ability; it helps Revenant be sneaky and attack from unexpected angles, but Pathfinder, Wraith and Octane can do that a bit better. His Silence is arguably better than his Totem, because a silenced enemy is basically a sitting duck just waiting to be killed, however it does have a moderate skill cap in terms of positioning. In conclusion, Revenant is an A Tier character in premade and coordinated teams, but since most players are solo queuers, and Revenant is underwhelming in that environment, I'm putting him in B Tier.
Loba
Keeping a team constantly topped up with essential loot is invaluable in competitive play, and that's something Loba does exceptionally well. Loba and her team can passively loot entire areas every minute or so, which is extremely useful. Loba is like the ultimate support Legend, but she doesn't have much to benefit herself, only her Tactical which is not good in combat, only for small distance movement, which other Legends can do better. Loba would be A Tier because of her invaluable team utility, however the main drawback for her is the lack of utility for herself.
A Tier
Octane
I hate Octane. Maybe it's the personality of Octane mains, the fact that they always run off without you to sate their endless bloodlust. Maybe it's because his personality annoys me. I hate to even consider him as a good Legend, however I can't deny facts. Octane is actually a great Legend right now. You might be thinking "why has he soared from C to A Tier from just one buff?" His jump pad is finally a great movement tool, now that you can somewhat control how you move with it. The only reason he's not S Tier is that his movement abilities are really loud and easy to track down and other Legends can make much safer rotations without giving away their position.
Lifeline
Lifeline fell out of the meta ever since Gibraltar entered the meta. Right now, she's carried to the A Tier by one single ability: her drone revive. Her other abilities are mediocre; it's much more practical to use healing items instead of a DOC Drone and her Care Package is still almost useless late game. But her Passive is literally unbalanceable. The ability to revive both your allies at once, or one with the DOC drone is insanely powerful. You can keep your team in the fight for a really long time and enemies will get frustrated as they watch all their kills go away in front of their eyes. Unfortunately, just one broken ability is not enough to make her an S Tier Legend.
Pathfinder
Still the most mobile Legend in the game, despite the nerfs. Pathfinder is one of my least played Legends, and personally I'm not the best at grappling, but from what I've seen the grappling hook is the uncontested best movement ability in the game, simply due to its versatility. The only reason he's not S Tier is similar to Lifeline, he only has one powerful ability, his Passive isn't the best, and his zipline is outclassed by other team movement abilities. Pathfinder is a valuable asset to the team, because he can get his team to high ground, scout out areas and be aggressive with his Grappling Hook. But if you like the sound of a recon Legend, well Crypto and Bloodhound provide slightly better information than Pathfinder can.
Crypto
The once worst Legend in the game, is now part of the Season 8 meta. In tournaments and professional play, Crypto has an insanely high pick rate and can be used alternatively to Bloodhound. If you position the drone perfectly, you can keep enemies constantly scanned while you and your team move in. The EMP is a great ultimate ability, but like Revenant's, is only great in premade or coordinated teams. The short duration of the stun means a rush or third party has to be ready by the time the EMP strikes. This therefore limits Crypto's use in solo queue. Perhaps another plus for Crypto is his remote respawning through the use of his drone. Overall, a really good Legend but is not S Tier due to his limited use in solo queue.
Wattson
Wattson was dropped down from the S to A tier since the nerfs she received back in the Lost Treasures CE Patch. She did compensated with the buff to place up to 3 ultimates, but the fact that her ultimates are on timers now really affects her usage. But that still doesn't make her a bad Legend. Her Ultimate Ability is the best defensive tool in the game and is a direct counter to Fuse. The ability to literally eat grenades is so useful for keeping a site locked down and safe, and her fences, while not as effective as gas traps, still do the job of stalling enemies really well. A Wattson who knows what they're doing on a coordinated team can be much more terrifying to push than a Caustic.
S TIER
Caustic
Caustic is being frequently picked in tournaments for his power in final ring circles with his Ultimate Ability. Also because of his ability to quickly lock down a small building for your team to camp in. He's really powerful right now, due to his potential as a defensive and offensive Legend. His gas grenade can be used aggressively when directly thrown on enemies or into a room full of enemies, and his gas traps allow him to slow pushes and punish extreme aggression. If you want to try Caustic, now is the best time before they nerf him.
Bloodhound
Their abilities revolve around tracking and hunting enemies, a valuable skill which they do exceptionally well. The ability to scan basically an entire POI for enemies is really useful as it alerts of you of their exact positions. And Bloodhound can scan constantly while using their Ultimate Ability, Beast of the Hunt. Their ultimate is also fairly good for getting kills, with the faster movement speed and enemies highlighted in red. If you're stuck between playing Bloodhound or Crypto, then I'll give you some advice. Bloodhound should be used in aggressive team compositions (Horizon, Wraith, Revenant, Octane etc.) whereas Crypto should be used in campy, passive or defensive playstyles (Wattson, Caustic, Rampart), but this isn't to say that they can't be used in the other environment.
Wraith
Wraith has always been part of the meta, since day one, 2 years running, and no nerf has seemed to bring her down. However her crazy statistics have gone down with Horizon's pure existence, which is why she is no longer at the top of S Tier. What is so good about Wraith? She still has a small hitbox, an incredible repositioning tool with her Tactical Ability, the ability to sense danger with her Passive, and the best team rotation tool with her ultimate ability. Wraith has had 100% pick rates in tournaments and the ALGS way too much because of all this utility she has. She can take 1v1s and duels, and help her team rotate or get out of bad positions with her portals.
Gibraltar
Gibby has received tons of buffs which helped him replace Lifeline as the must pick support Legend. His Gun Shield is essentially 50 extra health in a gunfight which makes Gibby a nightmare to duel. In addition his infamous Dome is one of the best forms of utility in the game. It's a temporary safe haven to heal up or revive a fallen ally. His Ultimate Ability will force enemies to rotate or move, especially useful if they're on the high ground. His Ultimate is also powerful in final ring circles or open areas with tons of people. If you want to play the strongest support Legend in the game, look no further than Gibraltar.
Horizon
Horizon is an outlier among the Legends who released as a result of a new season. Octane, Wattson, Crypto, Revenant, Loba, Rampart and Fuse released good, but not great. Horizon released as a part of the meta. She owns the best form of team vertical mobility with her tactical ability, which can even be used in fights to escape or confuse them to your whereabouts. Her Passive Ability goes hand in hand with her tactical: immunity from the impact of falling from a high place adds some aggressive capability. Her Black Hole combines with so many other abilities, airstrikes, gas grenades and ordnance. She can get to the top of a building in Fragment with a single use of her Gravity Lift, and so can her teammates! Horizon is the best Legend at the moment due to her unmatched vertical mobility and aggressive potential with her Ultimate.
