Seer is overpowered

@Revanchist_KORnot overpowered in general, but it's his tactical.
let's list what seer can do with a simple button press.
1-interrupt healing/shielding
2-interrupt reviving
3-stun the enemy
4-blind the enemy
5-visual disturbance with view vibration and the dust effect so actually after you get stunned, blinded and your screen shakes all over there is a second or two where you can not see him as there will be dust all over the place
yeah yeah I know 3,4 and 5 is considered as one but it's also not because if someone is not bothered by the flash then maybe bothered by the other things
6.interrupt tactical of other legends
7.view enemies for 18 seconds or so ( am not sure exactly how long )
8. the sound effect itself is so loud and disturbing.

maybe next legends will have mini nuke as tactical every 30 seconds

and I thought valk tactical is overpowered but I was wrong, she is a noob in this field

edit: I remembered that he can view the health status of all enemies who got hit by tactical.....sheesh

can someone add another to get 10 effects from one tactical of season 10
