Still broken.
His biggest issue, the passive, wasn't nerfed enough. The field of view needs to be lowered even more because you can still spot enemies way out of your FOV and the ridiculous 75m range needs to be lowered to at least 50m.
Also his Tactical will still remain a huge problem, if you get downed you're done, there is nothing that can help you. Also with the inasne range of 75m on his passive and the ability to cancel heals the already annoying 3rd party problem is even worse now that the 3rd party has wallhacks and can cancel your heals.
The Tactical delay and Ultimate cooldown nerfs are good, but this is no way near enough because the core of this Legend is still broken.
