I do agree with a lot of what you say except for the no voice chat. While the game has a great ping system and voice indicators for lots of things nothing beats good voice chat coordination. Yes, voice chat can lead to bad things but the rest shouldn't be punished for them. It's like saying people shouldn't be able to drive a car because a few do it wrong.
I agree the points system for kills is flawed. I played a bit of ranked this season with a friend. Many times one of us wouldn't get kp from a fight because the other was the lookout or the guy shooting potential 3rd party teams to keep them off. Team kp needs to be a thing, if kp should be something in the scoring at all. People will argue that team kp will result in some people getting points when they shouldn't. I don't care. Eventually those people reach their max level. Everyone's max level would go up. Make the levels more points or make kp count less.
People keep pointing to demotion like it's this holy grail that will fix everything. It won't. A player will just yoyo between 1 and 4. Or they won't play anymore to protect their rank. Plus you'll have people throwing games to self relegate ruining other people's games even more. Want to stop people nonstop pushing throwing games chasing kills? Make kills mean less and placement mean everything. The danger in that is the game may become boring.
Who should D4s play? This is a tricky one. I've always wondered why the matches werent +-2 meaning a D4 would play D3, D2 and P1, P2. The reason I think it isn't like this is the top levels would lose opponents.
