How can you be so certain about how steam layouts work with EAC? What’s your source?

Source - try to automate something through the 3rd party software and you will get a ban. 

Steam input - never banned.

Eac have whitelist for some applications for example raw accel, etc.

Even if we don't know the details, just this facts can give us an idea how it works.
