Your skins should still be there on your PC account, so you didn't "lose" them. Apex does not currently support cross-progression, but they have mentioned that it is in the works for hopefully 2022. If you log in to your PC account though, you should still have all of the skins that you have unlocked on that account. The PS4 account will have to start from scratch, for now.
