Take a tip from Dota 2's reporting system
Reporting players for cheatings works.
The evidence makes this obvious. It's a very important action that alerts mods to the possible presence of a cheater, when there is no other realistic way to do so. Human input is important because automated systems cannot fully replace human oversight.
However, humans want to know that their time and effort matter. Which is why Dota 2 alerts all players who used their report system when action is taken against the reported individual.
This is not "naming and shaming." This isn't shaming at all. This is letting the players using your report system that 1) your report system actually works, and 2) that legitimate cheaters are, in fact, being stopped -- that the situation is not hopeless, and your input matters.
At the moment, I've heard many people tell me that your report system doesn't work and that they won't be reporting; even when someone who is blatantly cheating kills them and ruins their game. This is frankly because your report system is unsophisticated and impersonal - people feel their time is being wasted and their input falls on deaf ears.
So please: alert players when action is taken against an individual, so that those who use your system know that their effort is valuable and effective.
