I know the dispute process, but the problem is that it has been more than a month since I submitted the dispute and the case has not been accepted. This is not normal.

It doesn't look as though the account you're posting with has been banned, so let's make sure you're creating a regular case rather than an appeal so the right team can take a look.
Instead, try creating a new case here and selecting Game Support > EA Account > I want to update my EA Account information or I need help logging in to my EA Account. That should let you get in touch with the support team so they can help update any details and make sure the account is available to use.
If you're unable to create a case with the steps above, try signing out of the help site or using a window in incognito mode. You'll be prompted to log in, but can also select Continue without logging in, which should let you proceed with the case.
