I feel like you have a very valid point, worth taking into account for sure.
I agree that the user makes a huge difference, and that small imbalances in weapons are meaningless passed a certain level of skill.
I mainly soloq and I can relate to the frustration it causes for the reasons you mentioned.
I, however, am convinced that the PK as it is belongs to the care package, because as a secondary weapon for example it does take away the possibility to fight back, when it does over 100 damage per shot.
I say secondary weapon and I mean a follow up weapon. It changes the timing of pushes in the game --say I damage an enemy with a level 3 shield for 91, then I push while switching to the pk -- at that point dealing 109 damage the gun is a one shot deal.
Sure, other guns would do the same, but the timing of it is higher, because instead of 91 damage, a player would need to do 120 to have a one shot deal with the mastiff, and 140 to hae a one shot deal with the Eva-8. This issue is exacerbated when a soloq random team with no comms meets a coordinated pre made.

The difference is the time it takes before the push.
If you have to make 120 damage, it would take more time. In that more time the enemy team may do various things to counter the push, as repositioning, using their ult and heal etc.
With a lower damage requirement before the push, the timing for any counter is almost eliminated, if not completely so.- 4 years ago
Eva 8 wipes the floor with every other shotgun.
