People play how they feel comfortable playing. Not everybody wants to hop right in grab a crappy weapon thinking they can take out anything and anyone that comes near them with a Mozamweak. I actually respect the passive players more than I do the "Superleetskills" players in all honesty. They don't rush ahead of their team unlike those just in the game for kills, they don't charge head first in to carepackages when logically you know there's going to be more than just one squad there, they don't pick up EVERYTHING and leave nothing for other people, they select what they want and need carefully for the most part.
They take thier time getting set up, using the EXP system to thier advantage. This game wasn't designed to be a kill fest, it was designed for tactical squad play both in AND OUT of combat. The bulk of your EXP comes form survival and squad play (Revives, Respawns, Damage done/assists, time survived) so to the passive player, while other teams rush to the combat and using up ammo, shield cells, health packs and so on thier team is hoarding up those things so when it comes to combat they are geared up, full of restoratives, ammo and are as fresh as daisies ready to mow down the remaining squads.
Sure it's cool to see some people go on mad as hell kills streaks and showcase thier skills but I can respect the passive players more. It's one reason why I take more notice of the "Damage Done" tracker than kills tracker. You can get a kill doing minimal damage (Seriously I got a kill doing 6 damage once, it was laughable) but the high damage done numbers show more accuracy and team play that straight up kills.

most of these people spend 10-15 minutes looting and wipe on the first fight anyway

They last longer than the turbo hoover that runs off to fight after a quick loot, then pings like crazy for a revive when they die. Probably blaming "slow" team mates for not keeping up.
For the size of player base, tactics and styles will vary immensely. I suggest you need to get your head around that fact.
