I want to report this toxic and racism player in ranked matches [CM - Edited to remove screenshot]

Sorry to hear about that interaction. That's definitely not appropriate, so please feel free to report with this form if you didn't get a chance to report in-game when this took place. 

I've removed the screenshot per our forum guidelines as we are not able to action players here on the boards, but our Terms of Service team will be able to check into this with a report, whether in-game or with the above form. Thanks!
