Usage of CPU and GPU

Hi guys!

I am looking for someone to explain this topic to me - What usage of CPU and GPU is good/bad and how they affect each other?

For example in Apex Legends my CPU usage is 100%, but GPU is around 80%.  When I change settings, fps is the same. Do it means that I have bad CPU?

My specs:
Intel I7-9700K 3,6GHz buy works in boost around 4,7GHz

GeForce RTX 2070

Monitor 240hz

16 GB RAM

Win 10

In game fpx_max 189

What I understand is that my GPU should works in 100%, but I don't know much about components and how they affect each other.

    So to be clear, there is no problem with computers, cpu or gpu! But with the game, yes! Disgusting unplayable server lag game! This game is 100% big 0 ! Unoptimized big 0 ! Full of countless errors ! EA cannot develop normal game ! This is the big truth! I just don't know, wonder what else EA is waiting for? To completely die the game?

    @Kari4u There is def something going on game wise. I can run any other game at all and my gpu will only read roughly 60% use. Apex caps me to 100%.
