I think they need to remove her ability to beacon and flight scan. Make her an attacker, not a recon legend.

Exactly, and I think we have had this conversation elsewhere. She's got too much in the Kit. Remove the recon stuff so there is a risk with skyward dive of landing in the middle of a firefight and not knowing the ring rotation to jump too without working with a 2nd character who is recon, and she's suddenly a lot more balanced.

She'll still have a high pickrate because the only non-mobility's in the top is Gibby (clear reasons why) and Bloodhound (scan meta, and can be argued he also has movement enhance with his ult) but at least her kit would not be overloaded.
