Why does the hemlok exist?

I've had wins carrying a Hemlock from the get-go, and it's my weapon of choice in Arenas past the first round. If you're good with it you can deal a lot of damage while moving around, making yourself difficult to hit. I am good with all shotguns and burst-fire weapons for this reason. In fact the only guns I have trouble with are the G7 and the Wingman.

I saw a thread on a different forum saying (in all seriousness) the Prowler was the worst gun in the game. I mean, come on ...

I think of lot of people start playing this game and expect all guns to be as easy to use as the R301, Flatline or Spitfire. Most guns have some reward except that some of them you need to git gud before you get those rewards.
